I have to do an investigation on this, but I can't find any information on it whatsoever.

Wikipedia: In law, rendition is a "surrender" or "handing over" of persons or property, particularly from one jurisdiction to another.

Oh we covered this briefly the other day. Basically it is doublespeak/weasel word (empty meaning due to overuse) but more specifically it's appropriated legal jargon which has been semantically broadened. :)
