This is pretty minor, but at the end of year exam, am I allowed to use a mechanical pencil instead of a normal one? I mean during NAPLAN i think mech pencils were banned. Does this apply to VCE exams?

Nah, mechanical pencils are allowed :)
They don't actually really care what pens or pencils you use, as long as they fit the requirements (eg: not being strange colours)!
