Driving/restraining force for change

According to assesment reports:
"A driving force for change is management. Management identified the need to become more productive so they changed their management style."

"Driving and restraining forces include management, employees, time, competitors, low productivity, customers, organisational
inertia, legislation, cost, social attitudes and technology"

Aren't the things in bold a source of change!!!!!!!!!!!

they can be both....
driving and restraining forces can also be the sources of change

Yeah I've heard that they have changed it so that sources of change are now also a part of driving forces if that makes sense.

Well when you think about, they pretty much are one and the same. Something can be a source of change, such as management - as well as being a driving force for change.
