On the Monash website, the clearly in ATAR for radiography and medical imaging is 97.9. However, Ive heard that people with ATARS in the low 90s got in (with any special consideration/equity). Does anyone know if the clearly-in ATAR is the lowest they accept?

Clearly-ins are usually just an abstract benchmark of the course and don't signify their lowest acceptance. This can often be lower depending on SEAS acceptance and middle band subjects. There used to be a percentage of students under the clearly-in listed on Course Search, but I think that's been removed.
