I haven't read the case study, but this question requires the application of DODDSE. These questions are amazing as its easy to see where to allocate marks. Usually, the absolute minimum would be to name each step and say how it applies, but if you have time, name it, explain it, then apply it.
This is the problem solving process btw:
1. Define the objective.
- Be clear on what is wanted from the decision.
- Make sure it is a problem and not just a symptom of a problem.
2. Outline the facts.
- Gather all facts surrounding the problem.
- Various sources like records, quotes, observation.
3. Decide on the cause of the problem.
- Analyse the situation and the facts.
4. Develop several solutions.
- To combat the cause.
- Many options mean many choices.
5. Select the preferred alternative and implement it.
6. Evaluate
- Make sure you follow it up to find out if the problem was fixed or a symptom.
