Industry and Enterprise?

I was looking through the scaling report for Victoria and I noticed that Industry and Enterprise has very low scaling...it gets 19 from 30 and the lowest other subject was 22 from 30. Why is it scaled down so much? Is it ridiculously simple?
Year 12 VCE Studies:
2012: Legal Studies [36]
2013: Physics [38], Maths Methods [40], English [38]
2014: Chemistry [37], Specialist Maths [40]

2014 ATAR: 97.40

2015:
Here we come Mechanical Systems Major.

Whilst the subject is fairly easy, it is not as easy as most would expect. The majority of my class are Year 11 students fast-tracking it. I'd recommended it to anyone who did I&E U1&2 in Year 10, otherwise focus on subjects with less negative scaling. There are only around ~100 students in the state that do it, so a handful of students get terrible marks in other subjects and it brings the whole subject down. I'd suggest reading the Study Summary to give you an idea of its difficultly.
