Scaling depends on the strength of the cohort.
Getting a ss of 40 in spesh and food tech is not the same difficulty. Cause, I'd imagine the spesh cohort is much smarter and much more competitive.

Theoretically, if all the top scoring people in Victoria did food tech, it would scale. Much much higher.

Scaling does not reflect the difficulty of the subject. (Well difficulty is subjective, but just because a subject scales more does not mean it is not more difficult.),
