Academic bonus points?!

Well, from what I can tell for this page...
http://drss.anu.edu.au/student_equity/2014-bonus-points-flyer.pdf
I'm eligible for bonus points towards my atar assuming I fulfill certain criteria (35+ in chem and 35+ in english). I was just wondering whether someone is familiar with the process and could explain it to me? This is what I make of it.
Scenario:
- I get an ATAR of 93, and a 38 in chemistry, and I've applied for X degree at ANU
- since i met the 35+ criteria, I get 2 points added to my atar, forming an admission rank specific for X
- I now have a new 'ATAR' of 95, specific to my application for ANU courses only
- I am now a more competitive candidate for X
Is that right? I'm really confused :/ would appreciate any wisdom!!
