I am confused on the average ATAR, can someone explain?

So my teacher told me today that the average ATAR is 50. Isn't it in the 60's? He said that the average study score is 25. I am so confused now, so what is average and what is not?

The average raw study score for every VCE subject is 30 (see page 4 here). I believe the average ATAR in Victoria in 2020 was around 68.

EDIT: The average ATAR isn't 50 because in essence you're competing against all potential ATAR-achievers in that year, including those who don't ultimately achieve an ATAR (due to leaving school, for instance) - so the average ATAR is higher.
