Title: What is early entry program for tertiary education?

So, my friend mentioned that he took part in some university(didn't hear very clear)'s early entry program and applied without ATAR. I can't find any information online about early entry program so I ask for u guys help. Also my friend is a current year 12 Victoria student just like me.
