Hey, so the HPAT registration website (
https://hpat-ireland.acer.edu.au/register), says you need what's called a "CAO" number before applying to sit the HPAT.
The CAO is the "Central Applications Office" I.E. their VTAC/UAC. You can apply if you are an international student and the application form is here:

http://www.ucd.ie/medicine/studywithus/internationalstudents/One issue. You WILL need to travel to Ireland to sit the HPAT! The HPAT website says about its test centres: "HPAT – Ireland will be offered in Cork, Dublin, Galway, Limerick, Sligo and Waterford.
Additional test centres will not be established."
