How would you structure an essay on environmental policies?? Im just so unsure what to write about and what to include

Hey!
First you would need to start off with theory at the begging. For example what is ecologically sustainable development (ESD), externalities, free riders, market failure, mention the environmental issues, etc. You would just pick what you best think suits the question.
Then you move onto the actual policies. For example, in the syllabus there are 'market based policies, regulations, targets and international agreements'. This is where you need to apply actual government policies, look at the budget, look at any future agreements coming up as well as past policies. Then you obviously need to provide economic data and evaluate/assess the key effectiveness of these policies and any restraints/limitations that might prevent the government from achieving their goals and targets.
