Based on the VicRoads site, it does say 12 months continuous if your are aged under 21 years. As soon as you turn 21, that becomes a minimum of 6 months. This is easily google-able :)

So even though I'll be 21 when I do my driving test, since I was 20 when I got my l's, I need to wait 12 months ?

As I literally said in my previous post, as soon as you turn 21 - the wait is reduced to 6 months.
