How does NSW Roads Minister Duncan Gay change laws? What agency does he go through to be able to change road laws?

Unfortunately I do not know what subject this is for (I am assuming Legal Studies) so I cannot help you in that regard.
However, if you want to get a faster response be sure to post it in the Legal Studies question thread rather than just in the general HSC forum. This way people that do Legal (assuming) can give you advice quicker!

Hey there! Simple clarifications are done through RMS and similar, if an actual law needs to be changed it goes through Parliament!! ;D
