How do you create a top folio

that can get an A+ and lead to a raw score of 40 in Systems Engineering

I don't do systems engineering myself, but I'll try and help you to the best extent that I can.

You might have heard of Top Designs.
http://www.vcaa.vic.edu.au/excellenceawards/seasonofexcellence/generalinfo/topdesign.html

Some of the best systems engineering's work will be exhibited in Top Designs. I believe to be eligible to get into Top Designs, your work has to score and A/A+. The actual event usually runs at the Melbourne Museum (I think) and usually between late March to late June. It might be worth visiting next year, and seeing some of the what the high-scoring work in the subject looks like.

The Melbourne Museum website has this PowerPoint from last year (VCE class of 2009 stuff) where a few of the A+ folios were shown:
http://museumvictoria.com.au/pages/16580/2010-systems-engineering.pdf

I think that powerpoint is useful because it not only gives you pictures of very high achieving work, but also outlines the marking criteria used.

You're likely to find more images and materials from past Top Designs on the internet somewhere.
Going through these search results may produce useful stuff: http://www.google.com.au/search?q=systems%20engineering%20top%20designs%20inurl:museumvictoria.com.au/

I can't offer much help beyond this, as I don't do the subject, but I hope it did help somehow.
