i'm not sure what % of people actually get into UNI because of UMAT because i'm actually debating wheather or not i should spend $$$ on applying for the UMAT if not much people actually get a spot in uni because of their UMAT score.
Is ur ENTER more reliable in getting into UNI than ur UMAT??

Firstly it depends on the actual University Course you want to get into. I'm assuming medicine as it is most popular?
Secondly, it is the decision of the University itself.
Your question is rather broad, narrow it down.
UMAT plays a big role in determining the Health Science courses, other than that you dont need a UMAT score to get into Uni

Different uni's weigh the UMAT differently, if I remember correcly NSW's ENTER/UAI plays a big role. eg if you get 99.95, your UMAT can be of lower than the average requirement. But since you got 99.95, the UMAT score is assumed to be of a very high score.
Monash weighs it 33% on all three sections

Obviously depends what course you want to get into. For health sciences (mostly med and dent from my experience), a high UMAT in many ways is more reliable as there's often a benchmark UMAT you require, but not ENTER. For example, my friend got 100 for UMAT, but 94.65 for ENTER and got into Monash Med first round. I've heard of cases of <90 ENTER getting into Med too. But the point is, why is spending money on the UMAT even a question for you? If you wanted to do these health sciences courses, you'd have to have a UMAT regardless. In most cases, it's not a case of people getting into uni because of their UMAT score, but just that there is a UMAT pre-requisite required which people then must meet along with their ENTER.

And as for rural students, well Australia's in a shortage of rural doctors. Students from rural areas are more likely to go back and work there, hence the government makes it a bit easier for them to get in. Simple supply and demand I guess.
