Is there any difference between 2009 and 2011 TSFX notes?

Depends on the subject, some study designs have changes significantly. But in general, there are usually updates in newer notes.

Probably not, make sure you buy the CAS methods version (there were two methods in 2009 I think).

ohh what if I buy the non CAS version,
does it really matter?
as someone told me CAS just means can use calculator to solve and teach you how to use cal to solve

It actually DOES matter, as there are many differences between the two courses. I wouldn't buy the old notes, simply because:
1) I don't want to waste time learning extra stuff that isn't on the course
2) I don't want to no learn some material
3) I don't want to do questions that were not designed for the CAS (they will be too easy, generally)

But there was a period (of three years? I think, not 100% sure on the length) where the non-CAS and CAS courses were both running in schools at the same time. Hence, make sure you buy the CAS notes, not the non-CAS course notes :)

Yes, the changes in the notes would be minimal.
