Title: Does the average person really get a 30 SS?

I have been wondering about this for a while. What about getting under 30 relative to those who get above?

From experience, the "average" student does tend to score 30 especially in subjects like english. However in a competitive cohort like spesh, some advanced students may score under 30 due to the level of competition (and this is why scaling exists).
