how do you effectively write one? Our SAC has 2 criteria just for this statement. My main problem is they want us to explain the audience but my audience would just be other year 12s and the teachers so how do I describe that?

VCAA doesn't really regulate your statement of intention, so it's kinda up to what your teacher prefers. Apparently the FLAP-C method is quite popular: form, language, audience, purpose, contention.
In terms of audience: don't write year 12 students/teachers, they hate that answer. You have to play the game a little, if you're just writing something expository then something about 'a sophisticated audience of adults interested in the ideas I have raised...' would be sufficient, if a little generic.
See if your teacher can provide you with some examples if you're really stuck :)

^gonna vouch for flap-c, it's a pretty simple way to include everything you need.
as for the audience, you could look at the examples you've used within the essay and use those to determine your audience. for my sac piece i used a lot of historical evidence because it worked well with both the prompt and my text, so i just said it was aimed at adults who take an active interest in history. it's a tiny bit of a cop-out, but it works :)
