My teacher explained to me that in terms of SAC rankings, nobody in the cohort can get a higher SS than Rank 1. So, in a hypothetical scenario where rank 1 gets a B+ on their exam, then what happens if rank 2 who was just 1 mark behind rank 1 in SAC results gets an A+? Does that mean that rank 1 would get their SS of 46 and they would be left with their B+? Any clarification would be wonderful, thank you!

Rank 2 can get a higher study score than rank 1 - I believe it's quite uncommon, but it can definitely happen. (It happened in my cohort for one of my subjects last year) :)

Glasses is right, what your teacher has said is incorrect.
I was rank 1 in my R&S cohort but got an A in the exam, resulting in a 40 SS. Rank 2 got an A+ and ended up with 47 SS.
However, I believe that no one can get a higher scaled sac mark than rank 1 (not quite sure) - my sac mark was 100, and didn't scale down despite only an A on the exam.

This is not true. I was rank 1 in Sociology last year and people who were rank ~15 beat me.
Rank 1 is for SAC scores only, it doesn't mean that everyone in your cohort will have to achieve a lower SS than that person.

Nobody in the cohort can get a (moderated) SAC higher than rank 1. They can certainly get a higher Study Score SS higher than rank 1.
SS consists half of SAC half of Exam. If rank 2-3 happen to outscore rank 1 by a good amount in the exam their SS can be higher.

I understand now - thank you so much. I thought that sounded a little unfair, specially when rankings can be so very close! I must have misunderstood her.
