My module C prescribed text is The Story of Tom Brennan, a novel. In my essay one paragraph was on Neighbours by Tim winton, a short story. Is it still ok to use it as a related text since its not exactly a novel?

Yes it is, as long as you can compose an essay skillfully with those 2 texts, then that's fine
