Title: A query about a textbook question

Just opening up this question to the wider HHD forum:

How do you answer Question 4, and other questions which ask to compare countries x rates?

Do I mention every country represented in the graph?

 -just need to clarify so I answer in the correct way in future

State if Australia has a higher or lower rate than the other country, including data for both. If there's no country specified, do it for all of them. A question like this probably won't pop up on the exam though; it'll be more specific.
