Hey hdxx,
You could talk about the changes in political influence > parliamentary dynamics
e.g. If a party that makes up government OR opposes government holds more seats in a house, bills are more likely to be passed/opposed for political gain instead of what's actually of interest to the country.

If you own the Oxford 3 & 4 Legal book, I recommend taking a peek at page 334, chapter 10.6. :)
