hi there guys for melb uni physiotherapy the pre-req are
Enter of 96+ + at least 35 in VCE units 3 and 4 in each of English (any) and Chemistry and one of Mathematical Methods, Specialist Mathematics or Physics.
Is the 35 after or before scalling?

That is true, although it makes me wonder if the system is well-designed. If pre-requisites are aiming to ensure a minimum absolute standard, rather than a minimum competitive standard (the raw score), then the pre-requisites should be looking at scaled scores. It is easier to get 25 raw in a less competitive year, but it doesn't mean that you know enough to get into Commerce. Looking at the scaled score helps to account for the competition (oh, and of course there would be a higher scaled pre-requisite associated with it).
EDIT: oops, replaced "competitive" with "less competitive" so it makes sense.

I personally think that the universities should look at the scaled scores, as it gives a much greater indication of the person's ability.
