As I know NSW and QLD don't have English requirement, how about WA or other states?

As far as I know, Victorian Universities require an English type subject with the required score ranging from 20 to 35. The score needed usually being 25.

I don't know about other QLD universities, but UQ does have English requirements for courses. I haven't looked at every course but here is an example: https://future-students.uq.edu.au/study/program/Bachelor-of-Advanced-Science-Honours-2341

Some universities, for example QUT (I think), are starting to take the "assumed knowledge" route. So, you are no longer "required" to take certain subjects (i.e. English) at school - however, it is extremely helpful to have that foundational knowledge.

If you are not an Australian permanent resident or citizen, you'll be required to demonstrate English ability by tests like TOEIC or IELTS at almost every university in Australia.
