Title: interstate vic selective entry

I'm kind of confused on the interstate rule. Some sources have told me that interstate entrants are used as "backups" and others have told me applicants from interstate are all put into "one discrete cohort." Could someone explain? I'm pretty baffled (and nervous!)  ???
