So I have read VTAC's instructions/advice for writing a SEAS application but I am not sure exactly how to start it. I am applying for category 3 and unsure how I should structure it?

VTAC has a few guidelines as to how to do this already here. I've also just written some information here in regards to this question. I've put the relevant info in a quote below:
In terms of how to write this out, begin by plotting points:
- What disadvantage you've experienced?
- How have you experienced it and why did it affect your schooling/ life?
- How long has this affected you (especially for Category 3)?
... then refine what you're saying to fit into the character limit and submit the application.

You will have four sections to complete:
1. When did this condition first present?
Before Y11 and 12 (2018) or During Year 11 and 12 (2019 or 2020)
If you have more than one disability or medical condition, tick for the one with the longest time period.
2. The name of the condition(s) (150 characters)
You don't need to go into detail with this - there are medical professionals on the assessment team. Just give the name of the condition(s).
3. Duration of condition(s)
Years and months. Similar to Q1 enter the main condition duration.
4. IMPACT Statement (2000 characters)
- clear and concise - no waffling
- can be written in dot point if you prefer, simply list each of the different impacts
- focus on IMPACT on your education, academic performance, ability to study, daily life
- the IMPACT is the most important thing they are looking for to rank the severity of your application
- if you have multiple conditions, you need to fit them all into the 2000 character limit
