Mainly considering the health fields ie. Med, Dent, Pharm etc:
If you qualify to be a dentist or doctor in a state say NSW and decide to come to VIC to work, would you be allowed since you've obtained a degree in NSW did work experience/intern in NSW? Would you have to do something extra/more work experience to re-qualify for the Board in VIC?
How does it work?

i don't now the situation for any of the other health sciences but there isn't really a problem with them.
the current 'medical student tsunami problem' only relates to medicine, previously it was quite easy to come back and work in victoria if you graduated med interstate. but now since the number of graduates in each state for med is increasing rapidly with a huge amount graduating in 2012~2016 depending on the state, which means now the government cannot guarantee you an internship spot. which is terrible. this is particularly aimed at full-fee students and international students, whereas CSP students shouldn't have too much of a problem. but will have a problem trying to come back to do internship. it may take a year or two after graduating.

pretty much but not really, there may be only 400 internships for example and 500 CSP graduates (obviously not these numbers, but in the known states like qld where they do have numbers, there are more csp graduates then internships- maybe just a very few haha.)
