hey guys i need a lil help here. in a news report, is it the writer's contention that is presented to us, or the newspaper's? thank you!

If it is a news report, I would assume the writer's... but don't take my word for it. I thought only editorials were the newspaper's view.

This is an example of the author's hands being tied due to the sensitive nature of the topic and reverberant implications from mishandled coverage. I'd imagine that criticism, even expressed tentatively, would not have looked upon too kindly by his superiors.
