The Monash University website talks of a merit scholarship for students who achieved an ATAR over 95 of $6000 per 48 units of study, as does it talk of the law scholarship for the same ammount. So everyone studying law at monash is on a $6000 scholarship? That doesn't sound right.

That's just a prerequisite. Not all students are chosen for the scholarship.
It depends on their application, who has achieved the highest atars, etc. in the process of determination
Not to mention some students don't even apply for scholarships so they aren't viable in getting one.

The minimum 95 ATAR is there just in case one year, there are no people applying for that course who get over 95 thus they don't have a high enough score to qualify for Academic Merit

Yeah I think it is a certain amount of people above 95.
I know for the engineering scholarship it is the top 50 students above 98.00, but I'm wondering what the realistic ATAR cap for that is. I'm trying to aim for that at the moment :P

Apparently for this year it was 99.35 which I missed out on but at least I got a scholarship :)

I find it silly that the ultimate determining factor in who gets an engineering scholarship is the English Score. For me to have gotten 99.35 with my English score being 35, I would've needed raw 50s for all my other subjects plus a 5.5 bonus from doing a university subject. And even then I might've just missed out.
However it tends to balance out once you're in uni. My semester 1 scores were better than a fair amount of my friends who have the engineering scholarship (and hence had the higher ENTER)

Yeah I think it is a bit ridiculous as well, especially given your scores in Chem Spec and Methods =\. I'm looking at doing Engineering and Commerce next year, so will be applying. Which scholarship did you end up getting? Also if you outperform your peers in first year is there a chance you will be offered a scholarship in the next?
Oh and one more question, do you know what factors differentiate the Merit Scholarship from the course specific scholarships? I noticed that for one the cutoff is 95.00 and the other is 98.00 for consideration, but do they take into account school activity / sporting/ debating/ and non-VCE academic achievements etc. ?

All academic merit scholarships require you to maintain a minimum average mark. I received the Monash Merit Scholarship. For this I just need to maintain a 70% average. The engineering excellence award requires you to maintain at least 75%. However the engineering scholarship also enrols you into a leadership program which according to my fourth year friend is well worth getting into.
