Title: GBE & Government Departments??

What is the main difference?

I know that GD are government bodies found in all levels of gov. and provide community services; such as edu. transport etc..

I know that GBE are is a gov. owned and run organisation such as vicroads and Aust post...

I lost half a mark on this in my SAC (the ^above it not my full answer)  just wondering what is a difference between them that could be highlighted?

Departments aren't in the pursuit of profit, whereas gbe's are expected to (because they are run by a business)

Departments source of income is from government revenue (mostly taxes), whereas gbe's source of income is primarily from the goods/services they provide

Thanks.. Thats what i was thinking... but couldn't find anything in my book or on the net that made it clear :)
