I'm pretty sure the cut-off is the 20th of January. But you should do it now. And, after you get your results you should call up your first preference and say you're still interested, it actually does give you an advantage at a lot of halls (especially Johns and Burgmann which are non-ANU and therefore not restricted to ANU's timetable).

There are plenty of threads out there on the various colleges. I'd say Johns/Burgmann/Bruce/B&G would be the most "party"-type colleges, but basically everywhere is still ridiculously social (though of course with self-catered colleges like B&G the social dynamics are a bit different).
