I think Gough Whitlam (possibly thanks to policy advisers) thought that Asia would become more important globally as well as to Australia, as shown by his efforts to establish stronger diplomatic ties between some Asian countries and Australia during his rather short stint as PM. He was quite right to do so. China is becoming more and more important on a global scale and Japan is also a very important trading partner also. I would guess that it's still relevant today, although more people probably realise this, so it isn't as impressive to do Asian Studies anymore.

why asian studies?
Probably because Whitlam recognised that the key to Australia's prosperity in the decades to come was through Asia (strong economic and diplomatic ties would be necessary) and by studying Asian studies you'd probably understand the culuture more and therefore would be more skillful in talks with Asian countries.
