Its like a waste of 50kb's

I Caluclated it and 1.5mb should be like 165Kb/s but mines like 130/kbs

These days, companies advertise that they will provide you with "1.5Mb Internet" but in real life, they won't give you exactly that much.  It's just a marketing gimmick...  Just like how companies say, "massive 30 GB usage".

I am on "ADSL 2+". I get a max 220 kb/s. What the ISP says means nothing.

From the advertised bandwidth, about 5-10% of this is lost on TCP/IP packet headers (i.e., overhead per data packet to ensure reliable delivery of each packet...I could delve into this topic for a good half hour, so I'll spare you the dribble).

Absolute best real life speeds are around 145-155kB/s mark. 130kB/s really shouldn't be something to cry home about though...

Doesn't the speed varies due to the distance between you and the exchange and also the quality of the line?

Yes it does.

Yes, but for ADSL1, the limit of 1.5Mbit/s is a arbitrary limit. This is far lower than the maximum specified speed of 8Mbit/s which means that, even with a mediocre line, you should have a good shot at 1.5Mbit/s.
