My SAC average is sitting just below 60% :( I also tried a VCAA exam too see how much I remembered a week ago, lets just say it didn't go well.
So my question is, what sort of study should I be doing?
My bad results probably result in the little effort that I have put into homework for methods and not caring if I understand it or not. I was thinking of going through the whole book again doing every second question or just the left hand side and skipping the questions that I already know that I can do. Is this the best path for me too take?

I'd advise you to do that, it should help you and make sure ounlearn everything properly this time
The other option you can take is just to keep doing exams and learning how to do questions you can't do :)
