Both, do a bit of the review questions until you know that you understand the content properly then start attempting practice exams. There is no point in practice exams if you don't know your stuff, but then there is no much point going into the exam without having done some practice exams.

Start practice exams. But remember the goal is not to do as many as possible, but rather to get used to exam style questions/exam conditions and to find where you struggle and improve on those areas.
Textbook questions are very different to exam-style questions, so if you need to improve on a certain topic, you might as well get used to the questions on the exam at the same time.
