Why is recognition the best measure of retention?

When you see/experience a stimulis again if you're able to recognise it, it means a trace of the memory must exist somewhere in the brain, so its the most sensitive to past stimuli

For example multiple choice questions are always easier than short answer, because the answers trigger something in the brain and you go 'oh yeah, i remember that', meaning it must have some sort of memory trace in the brain

When you're given a test of recognition, the mixture of correct and incorrect answers serve as additional retrieval cues, making it easier to locate the required info.  :)
