I've applied to do a Bachelor of Arts and Science at Monash but that means less units to study in the science degree (also have no idea what else to study in the arts degree other than Japanese studies) and I already know it's too late to switch over to just a BSc (and apply for diploma of language). Anyway, what I want to know is if the qualification of diploma of language is like TAFE? I was told not to do a diploma as its not that great (hence I changed my first preference to a double degree), unless its a graduate diploma, and that I was better off majoring in Japanese instead.

You can do 3 science subjects and Japanese per sem and apply for a transfer?
Not 100% sure how transfering from arts to diplang works but the arts faculty could help you out.

in terms of qualifications, does a major in japanese look better than a diploma of language: Japanese?
-
both are the same thing really and I guess it depends on what you are applying for + whether speaking Japanese is a big factor for the job
If you only want to do Japanese out of Arts then I suggest sticking to diplang

I'm sure you can do further Japanese studies with a diplang over a major in Japanese, they're almost the same thing expect the title
I'd probably give Monash Arts a ring and ask though (or pop by during O-week)
