Title: Using pens or pencils/Blank pages in exams

I've heard several people used pencils in their physics exams but in the instructions it specifically states to write in either black or blue pen. Here's the link: http://www.vcaa.vic.edu.au/Documents/exams/physics/physics-specs-samp-w.pdf
I prefer to use pencils and would be using 4B lead, would that be an issue? And also, what is the reason for the blank pages in the exams? Is it something I can use in the exam? Thanks.

I used pencil but I really think you should follow whatever instructions are on the exam cover.

Probably better to stick to the rules, why take a risk?
