If I don't get a 25 in methods can I do arts at Melbourne (given i get the atar) while doing Methods 3/4 via distance education or something, get my 25 and then re-apply for commerce after a year of arts?

This doesn't answer your question directly, but if there are spots available in the Round 2 Offers, you may have a chance of getting in.

To answer your question though, yes you can go into another course and then transfer, but you need to get high Grades (Like D's and HD's) to be considered for an Internal or External transfer.

you do the methods equivalent subject as breadth in first semester then you can transfer across when you pass it

UoM offers a methods equivalent. Just enroll in that subject first semester as breadth and then transfer either sem2 or year2. It's probably called MTH1010.

can you get into a commerce degree on the provision that you take a mandatory unit of MTH1010  is you got the atar but missed the pre-requisite, or do you have to do a different course then transfer across?

You'd have to contact the individual university faculties for a definite answer. However the general rule is that all prerequisites must be completed prior to enrolling in a degree.

Monash and Melbourne Uni seem to say you must enrol in a different degree, fufill the prereq and then transfer.

I think another option is (someone correct me if I'm wrong)-but I guess you could enrol in the methods equivalent as single subject enrolment and then apply using your ATAR and that single unit for sem2 entry in your desired course (again ask the individual faculties to know for sure).

Usually not because you'll be taking the spot of someone else (there are caps on how many students they take). What if you fail as well? What then? It's something the university doesn't routinely do for reasons whilst unfortunate for you, are probably understandable. It's not routinely done but if you're lucky, you might be able to negotiate an individual offer or a special kind of offer (idk if they still do this). I would get in contact with them ASAP.

The usual path for people in your situation is to either:

(A) Enroll in a different degree in UoM and do the methods prerequisite

OR

(B) Enroll in a commerce/business course somewhere else where you dont need methods to gain entry. Do their methods equivalent subject and then transfer over. I personally recommend this option usually. You can have your commerce units transfer over and you dont have to start from square 1. If you transfer from say UoM arts semester 1 to UoM commerce semester 2, i believe many of the semester 2 subjects require semester 1 subjects as prerequisites, it might be a bit of a nightmare. You might have a limited or impossible subject choice.

In any eventuality, i would contact the university ASAP for their opinion and advice.
