I am wondering why there is no reaction for these 2 reactions.
Aren't NO2 and CN both electron withdrawing groups, therefore meta-directing?
Can anybody explain why there is no reaction in both cases. Or have they given me the wrong answer?

Nitrobenzene is an electron withdrawing group, yes. That means it can't undergo Friedel-Crafts alkylation. It basically won't react.
Electron withdrawing groups essentially stop that reaction dead.
