It might just be from not practicing writing in very strict timed conditions enough.
My english teacher strongly advises us to not type practice essays (especially timed ones) for the exact reason you have explained. Just practice writing more pieces to time with handwriting and you will get better at it.

If you think the cold was a factor, you could always try warming your hands up beforehand -- I liked to sit on my hands during reading time and that helped a lot. My fingers are pretty useless when they are cold, I don't think it's very uncommon.
