What topic have you chosen, exactly? 'Terror threats' is a little vague, so see if you can be a bit more specific with what you'd like to discuss (eg. domestic policy, foreign policy, the way we respond to terror threats, the way the media responds to terror threats, etc.)

And, more importantly, turn that topic or idea into an actual argument. You won't just write a speech on 'the way the media responds to terror threats' - instead you'll aim for something like: 'The mainstream media's response to terror threats is dangerous and unhelpful; there needs to be a greater regulation of the press to ensure terrorists aren't glorified as martyrs and national security isn't compromised.'

Basically, say something about your issue; don't just raise a topic for discussion. The whole speech will depend on the strength of your contention :)
