Personally, I don't think it matters, since most don't even refer to their bound reference during the exam. But I think a spiral bound reference is nice, since you can flip to another page more easily.

Some don't even use an exercise book for their bound reference. I know at least one person who write all their shorthand notes on separate pieces of paper and simple staples the corner - their bound reference is only a few pages in total.
