I'm just asking whether we round up or down with population
so say you have 15.4 people
how would you round this to the nearest whole number?

It would be 15

It depends on the question. If 15.4 was the answer to a question that asked for the least number of people needed to, say, complete a task, then 15 would not be enough and you would have to round up to 16
