What is the significant figure rule regarding taking values from a graph? The values labelled on the axis + another sig fig? Is there any convention?

I don't think there is a concrete rule, just be sensible! That said, I do think the rule you proposed is sensible for a lot of scenarios! If your vertical scale is one unit, you can probably be accurate up to 1dp when reading a value off. You should give a value which you are confident giving accurately - If you don't feel safe writing 1.25 when the scale is 1 unit, you can do 1.3. But 1.25 is great too, and even 1.2 and 1.4 are probably fine too if it looks close. It's just about being sensible, they aren't expecting perfection ;D
