lol, isnt this question 20 from VCAA 07? We know that in a coal fired power station, the following energy conversions occur:
chemical(coal) --> Thermal(coal) --> Thermal (steam) ---> Mechanical (turbine) ---> Electrical (generator)
so therefore, highest will be chemical (coal) as it is first, and lowest will be mechanical (turbine) as it is last. Hence C

But isnt the most amount of hear lost during the thermal to mechanical?
