What’s wrong with referring to voltage as running ‘through’ the circuit?

because it drops across the circuit to 0. Current runs through it.

Voltage is the difference of energy from what comes out compared to what goes in, hence it has been used in the circuit. It is said to 'drop' across the circuit.
