When a question asks for OM strategies, we usually think of facilities management, materials management, quality management and technology. However what does it mean when a question asks for HR strategies?

When a question asks for OM strategies, we usually think of facilities management, materials management, quality management and technology. However what does it mean when a question asks for HR strategies?
AFAIK it covers basically the last few chapters in the book, ie. change management theories, low risk practices, motivational theories, the employment cycle etc etc
