Can someone please explain to me how these things work???
Does this thing apply to everyone who fails a subject??
-
No, you need to have applied for special considerations in some time period that closes before your exams. The only exception is if something serious and immediate happened during the exam period, then you can possibly appeal to get a supplementary exam.
If you fail a subject without having successfully applied for special considerations, you simply fail.

If u also get sick during ur exam, u can apply for a supplementary exam. Happened to a couple of friends last year.
